  • No call for tenders before notice of approval

BMU funding program for outdoor lighting

Organizations entitled to receive funding:

  • Municipalities, cities, communities and districts (associations)
  • Companies and institutions with at least 25 % municipal participation
  • Public, non-profit, religious schools, day care centers and universities or their sponsors
  • Religious communities with corporate status
  • Public and independent, non-profit youth workshops and child and youth welfare institutions
  • Sports clubs registered as non-profit
  • Cultural non-profit institutions
  • Workshops for disabled people

Renovation of the exterior and street lighting in combination with installation of a control and regulation system

  • For zone-based time or presence-dependent switching (point 2.8.1) 
    • Reasonable economic payback time
      • LED module and control unit must be interchangeable
        • Minimum service life of the luminaire of 75,000h L80
      • For adaptive use regarding modification of the system to different weather conditions and traffic densities (point 2.8.2)

    Greenhouse gas savings of 50 % through highly efficient adaptive lighting including control technology (depending on weather and traffic density)

 

Special case – cycle path lighting

  • 40 % funding (60 % for financially weak municipalities) You receive funding according to point 2.11.2 of the municipal guidelines

 

KSJS extension:

  • Normal funding amount +5 % points

 

Commitment period:

  • 5 years

BMU funding for outdoor lighting

Refurbishment of the interior and hall lighting including regulation and control technology (point 2.9)

  • Reasonable economic payback period
  • System luminous efficacy min. 100 lm/W
  • Rated luminaire service life of 50,000h (L80)
  • Color rendering of min. 80 Ra
  • Control min. reference version according to EnEV Appendix 2 Table 1 for corresponding usage zone
  • Lighting design by qualified designers according to DIN EN 12464-1:2011-08 or for sports facilities according to DIN EN 12193

25 % funding (up to 30 % for financially weak municipalities):

  • For greenhouse gas savings of at least 50 %, compared to the old system through highly efficient lighting, including regulation and control technology (time or presence-dependent)

 

KSJS extension (day-care centers, schools, youth leisure facilities, sports facilities and swimming pools):

  • Facilities for the above uses receive an additional 5 % higher funding rate for the refurbishment of indoor and outdoor lighting systems.

BMU funding programm for lighting of sports facilities

Associations recorded in the register of associations as being non-profit and with sports as the primary purpose of the association. Funding exclusively under Article 55 of Regulation (EU) No. 651/2014.

Refurbishment of the floodlighting system in combination with the installation of a control technology appropriate to the use

  • Acquisition of system components including control system
  • Expenditure for dismantling and proper disposal of the luminaires to be replaced
  • Expenditure for qualified personnel for installation
  • Expenditure for qualified personnel to complete photometric measurements
  • 25 % funding (20 % according to 2.8.1 and additional 5 % KSJS funding): for greenhouse gas savings of 50 % through highly efficient lighting, including regulation and control technology for time- and presence-dependent switching. In the case of lighting systems in a sports facility and other outdoor facilities that are not covered by street lighting, a lighting control system suitable for the intended use (e.g. two-stage for training and competition) must be installed as a special form of zonal switching. This can be done, for example, via a classic power reduction (LST circuit).
  • The luminaires must also satisfy the following aspects:
    • Reasonable economic payback time
    • LED module and control unit must be interchangeable
    • Minimum luminaire life of 75,000 h L80 B50
  • Debt financing permissible with at least 15 % equity

Austria

Covid-19 Investment Subsidy

The federal state of Austria supports the renovation and new construction of lighting solutions with a subsidy of 14% and 7% respectively in the period from 1.9.2020 to 28.02.2021 with a special Covid-19 investment funding program.

According to the Investment Subsidy Act (InvPrG) §2 (1), new investments in depreciable fixed assets that must be capitalized (depreciation relevant) are subsidized.

Investment subsidy:

  • 7 % for new buildings without reference to the old plant
  • 14 % for optimization of an existing site

Investment volume:

  • From an investment volume of 5,000 EUR, the investment premium can already be submitted. The maximum funding volume is 50 million EUR.

Eligible investments:

  • Energy saving measures for street lighting
  • LED lights, necessary cables and wires, pipe and support systems, switch and plug devices and control

Final energy saving:

  • If the lighting optimization results in energy savings of at least 10%, the 14% investment premium can already be applied for.

First measures:

  • Between August 01, 2020 and February 28, 2021, first measures must be taken. These include orders, purchase contracts, start of construction, start of services, deliveries, down payments, payments or invoices.
  • Planning services and financing discussions are not among the first measures.

Presentation of the energy savings:

  • Proof by means of a comprehensible comparison of the energy consumption before and after the investment by means of expert opinions of the plant designer.

Commissioning:

  • Commissioning and payment must be completed by 28.02.2022 at the latest.
  • In case of an investment volume > 20 million EUR, the period is extended until 28.02.2024 at the latest.

Settlement:

  • Processing is carried out by the Austria Wirtschaftsservice Gesellschaft mbH (aws).
  • All information on the investment premium can be found at www.aws.at. (Guideline, information on application and the application form)
  • Applications can only be submitted online.
  • Payment will be made by aws after verification and settlement.

Municipal investment program

The country Austria makes one billion euro available to the municipalities over the Covid-9 crisis mastering fund for additional investments. At least 20% of the subsidies are to be used for ecological measures. The conversion to highly efficient street lighting will be allocated 100% to ecological measures.

According to the Municipal Investment Act 2020 (KIG 2020) §2 Abs. 2 Z9, highly efficient lighting systems are subsidized by which at least 50% electricity savings can be proven.

The claim of each municipality is determined and limited by the population and the population key. The maximum subsidy amount per municipality can be viewed on the homepage of the Federal Ministry of Finance (BMF).

Who is being supported:

  •  Communities
  •  Controlled legal entities
    • Companies with more than 50% equity capital of the municipality
    • when the community has control or domination. This is assumed if there is the possibility to determine the financial policy and the operational activities.

Eligible investments:

  •  all components of the plant and the initial equipment of lighting equipment
  •  control and regulation technology
  •  Installation, dismantling and proper disposal of the replaced system
  •  Planning costs

Saving electricity:

  • Highly efficient street lighting must save at least 50 % electricity.

When is funding provided:

  • Applications must be submitted in the period from 01.07.2020 to 31.12.2021, free of defects and fully documented.
  • Investment projects that have been or will be started in the period 01.06.2020 to 31.12.2021.
  • Investment projects which have been started as of June 1, 2019, but whose financing is no longer possible due to reduced revenues caused by the COVID 19 crisis.

Processing:

  •  The Accounting Agency of the Federal Government (BHAG) is the settlement agency according to $ 3 para. 1 KIG 2020.
  •  Applications are to be submitted exclusively via the E-form on www.buchhaltungsagentur.gv.at.
  •  The Federal Ministry of Finance decides on the granting of the special-purpose grants.
  •  After approval by the BMF, the BHAG will make the disbursement.

    • Requested special purpose grant, up to the maximum eligible amount of the investment

Commissioning:

  • After completion of an investment project, but by 31.01.2024 at the latest, proof must be provided that the grants have been used for the intended purpose.
  • The form provided on the BHAG homepage must be used for verification.

Switzerland

Corona immediate measures

The Swiss Federal Office of Energy decided to increase the subsidies for the ProKilowatt programs, thereby providing greater support for investments in energy efficiency in Switzerland.

The increased subsidies apply to SMEs, industry and households participating in energy efficiency programs recognized by ProKilowatt.

  • The current ProKilowatt programs now offer end customers a 30% higher contribution than originally planned.
  • Only the new measures that have not yet been implemented at end customers can benefit from this support.
  • To benefit from this additional support, the measures must be implemented by the end of 2021.
  • This immediate measure applies to the effeLED 3.0 and effeSPORT programs
  • The General Terms and Conditions, effeLED 3.0 as of December 2019 remain valid, effeSPORT as of August 1, 2020 are valid.

EffeLED 3.0

effeLED3.0 is a national support program of the professional association of the lighting industry for the implementation of energy-efficient lighting solutions with innovative LED technology in functional buildings.

The program promotes energy-efficient lighting solutions with innovative LED technology and light sensor technology in functional buildings. The program is designed to save a total of 118.5 million kWh of electricity. It supports renovation projects that are implemented in Switzerland between 2020 and 2022 and meet the efficiency requirements of the federal government.

effeLED3.0 is based on an initiative of the Swiss Lighting Industry Association (FVB) and will be rolled out in Switzerland as part of the "ProKilowatt" competitive tender financed by the Swiss Federal Office of Energy.

Support is available for SMEs, industry and households participating in ProKilowatt recognized energy efficiency programs.

  • Up to 30,000 Swiss francs in subsidies: effeLED3.0 pays 200 Swiss francs per MWh saved up to a maximum of 30 percent of the investment costs. The maximum subsidy is 30'000 Swiss francs.
  • Save 50 % to 90 % of electricity costs: Lighting solutions subsidized by effeLED3.0 consume 50 to 90 percent less electricity than conventional lighting systems.
  • Experts for sustainable lighting solutions: An effeLED3.0 expert will be available to answer questions during the implementation of the new lighting system and will conduct a free on-site light check at the end.
  • Additional funding with light sensors: Projects that use presence or daylight sensors receive additional funding.
  • effeLED3.0 certificate also applies to Minergie: The effeLED3.0 certificate can also be used for the Minergie application at the same time.

EffeSport

effeSPORT is a national support program of the professional association of the lighting industry FVB for the renovation of lighting in sports facilities.

The replacement of classic, high-performance light sources by LEDs is compensated with an amount of 70 to 350 CHF per luminaire.

The national support program effeSPORT serves to increase the efficiency of the lighting in sports facilities (football, tennis, indoor swimming pools ...). Funding is available for refurbishment projects that will be completed by 2022 and meet the following conditions:

  • Funding per replaced luminaire à:
    • 400 Watt: 70 CHF
    • 1000 Watt: 175 CHF
    • 2000 Watt or more: 350 CHF
  • Renovation/replacement with LED lights
  • Reduction of installed capacity by more than 30
  • Installation dimmer with at least two levels. (Use of step switches: During training, lower light levels than during competition are sufficient).
